為了認真抓好我校領導班子思想作風建設，建立健全民主集中制，研究決策工作，特擬定本制度。

六、民主生活會制度

十、預備黨員考察制度
黨支部對預備黨員的教育和考察是黨章提出的要求，必須認真執行：

（二）、黨支部通過其入黨介紹人，經常與預備黨員保持聯系，交流思想，提出要求，使他們不僅在組織上，更重要的是在思想上成為一名合格黨員。

十一、黨內責任區制度
建立黨內責任區是加強學校黨組織建設，發揮黨組織保障監督作用的重要保證。我校實行校長負責、黨支部保證監督、工會（教職工群眾）民主管理的領導監督管理體制。同時實行相應的部門（年級）行政組、黨支部和工會小組三位一體的辦公制度。學校黨組織保證學校堅持社會主義的辦學方向；保證黨和國家的路線、方針、政策和上級黨委、行政部門的指示、指令的貫徹落實；保證學校培養目標（德、智、體、美全面發展）的實現。各支部和部門行政負責人在本部門、年級組（即相應的責任區）保證學校黨支部的決議、決定的貫徹落實。

根據中紀委、組織部、監察部關于黨政機關縣（處）級以上領導干部廉潔自律的“五條規定”的實施意見和中紀委精神以及中共十五屆六中全會的決定精神，為保證學校黨政干部廉潔自律，提高干部的政治思想、道德水平，特作以下規定：
（一）、堅持講學習、講政治、講正氣，認真學習鄧小平理論、“三個代表重要思想”和黨的基本路線、方針、政策。
（二）、加強民主集中制，完善集體領導和個人分工負責相結合的制度，學校重大工作（如基建、進人、招生、大宗物品購置、教職工評優、晉級等）實行決策民主化、結果公開化。
（三）、密切聯系群眾，為群眾辦實事，黨政干部要做到“三個一”，即分管一條線，蹲好一個點，領導和組織實施好一個改革或實驗項目。

十三、離退休干部工作制度
離退休教職工在職期間為學校的建設和發展作出了重要的貢獻，重視離退休干部（教職工）是我黨干部工作和知識分子工作的一貫政策。為了進一步落實上級黨委、縣政府、縣教育局關于加強離退休教職工的一系列文件精神，使離退休工作規范化、制度化，特制定本制度：
（一）、從思想上重視，切實加強對離退休教職工工作的領導。
學校黨政領導要把老干部工作和離退休職工工作列入議事日程，明確一名總支成員分管這方面的工作，學校支部每期專題研究一次離退休人員工作，并經常聽取這方面的工作匯報。
（二）、從政治上關心、發揮離退休人員在三個文明建設中的作用
學校黨政領導每期向離退休人員通報一次學校工作情況，傳達上級重要會議精神，每年召開1-2次離退休人員座談會，聽取對學校工作的意見和建議。
（三）、從生活上照顧，切實幫助離退休教職工解決實際問題。
建立黨政領導班子與離休干部、省（部）級以上的離退休教職工、曾經擔任過學校校長、書記等職人員的聯系制度，黨政主要領導要與他們經常溝通情況，交流思想，聽取意見和建議，每年春節學校黨政工主要領導登門向以上人員拜年，學校工會通過適當途徑向全體退休人員恭賀新禧。
認真落實縣委、縣政府、縣教育局關于離退休教職工生活待遇的各項政策和規定。
離退休教職工在住房分配、醫療保險等方面享有比在職教職工更為從優的待遇，在子女入學方面享有在職教職工的同等待遇。

在全黨深入開展黨的群眾路線教育實踐活動之際，我社區教育實踐活動從今年6月中旬至9月基本結束。教育實踐活動以“零距離服務居民”為目標，按上級黨委部署要求，開展百家入戶活動，即社區所有人員以及共建單位每周安排半天或1個晚上以上的時間入戶宣傳黨的政策法規、了解居民群眾需求、幫扶困難群眾。截止目前，共入戶24次，收集居民意見200余條。
四、加強黨風廉政建設，增強為人民服務的公仆意識。
我社區高度重視黨風廉政建設工作，年初召開專題會議，研究部署年度黨風廉政建設，并結合工作實際，制定黨風廉政建設的工作計劃，并把黨風廉政建設責任分解到個人，形成一把手負總責，其他班子成員各盡其責的工作局面。

今年來，我社區積極開展入戶走訪活動，春節期間走訪慰問了社區的10戶貧困戶，并開展“一對一”幫扶活動，幫助他們渡過難關。通過慰問結對幫扶活動，體現黨組織對弱勢群體的深切關懷。
六、組織開展豐富多彩的活動，有效促進黨建工作的順利開展。

1. 保持油田教育中心先進黨支部，爭創市級先進黨組織。選樹中心優秀共產黨員1—2名，校級優秀共產黨員3—5名。
2. 嚴格落實“三會一課”制度，執行落實率100%。
3. 提高黨建基礎資料建設水平，達到標準化、規范化。
4. 有效推進黨員責任承諾活動，黨員責任承諾率達到100%，完成率90%以上。
5. 突出抓好宣傳稿件的數量和質量，使宣傳工作常態化、規范化。
6. 完善初中黨支部博客建設，利用率100%，資料管理達到信息化。
7. 壯大積極分子力量發展3—5名積極分子。
三、 工作保障措施
1. 認真落實黨委和支部年度工作計劃和支部雙周計劃，緊密結合初中部教育教學管理工作安排，做到重點突出，分工負責，緊密合作。達到目標清楚，計劃完備，執行到位，標準嚴格。
2. 落實“三會一課”過程中，要嚴格保證時間，保證內容，保證質量。嚴格按照學校黨委的工作要求，要精心準備，準確落實。
3. 加強入黨積極分子的 專項培養和管理。抓好入黨積極分子的政治學習和檔案管理，政治學習筆記達到一萬字以上，并以此作為考察寫實的依據，發展黨員要看3年的學習筆記。同時要按時做好積極分子的檔案管理，做到規范化、標準化。培養人做好積極分子的思想、工作、生活的引路人，要有效保證積極分子的的發展質量。
4. 嚴格按照學校黨委統一規定的每月第三周周五下午第7、8節黨團活動時間。學習時間原則上不能占，不能串。今年主要內容是黨的方針、政策以及科學發展觀，黨的會議精神，新黨章、學校規劃、教育教學理論、上級文件精神等。嚴格制定學習計劃，抓好出勤率、專題討論環節。因公因私不能參加，課下補齊學習內容，保證政治學習的有效落實。
每學期黨員和積極分子至少手寫一篇800—1000字左右的政治學習體會。
5. 突出抓好宣傳工作，定期召開宣傳員會議。講清要求、講明標準。確保宣傳工作的及時有效。
6. 有效落實《黨群工作考核細則》，做到基礎資料管理的規范化、標準化、科學化。做到內容有計劃，過程有記錄。切實保證黨建基礎工作建設有新的提高。
7. 積極開展職工文體活動，用活動來凝聚力量、愉悅身心、錘煉隊伍。活動中把握三點：
(1)注重活動參與度
(2)做到細致周到的組織協調
(3)突出活動意義和內涵。
8. 加強工會工作、指導共青團工作，全面促進初中部工作。
(1)發揮工會組長作用，最大限度的為職工辦實事。

20xx年，機關第二黨支部以公司黨委年度工作會議精神為指導，圍繞公司“深化管理年活動”，以把寶瓶水電站建設成為精品工程為突破口，深入開展“創先爭優”、爭創“七好”黨支部和“四優五帶頭”共產黨員活動，努力克服人員少、任務重等困難，扎實推進基層黨建工作，為完成公司各項工作和迎接建黨xx周年,充分發揮了黨支部戰斗堡壘作用。
一、 精心籌劃、周密部署，為全年工作奠定良好開端
第二黨支部所屬的財務管理部、計劃經營部和物資設備部三個部門與公司“深化管理年”及水電站工程建設有直接的關系，支部提出以著力打造戰斗堡壘力強、推動執行力強、改革創新力強、凝聚保障力強的樣板黨支部為契機，圍繞“強管理、降成本、增效益”為工作重點，切實加強團結、加強協作，在推進各階段的工作任務中，充分發揮支部的戰斗堡壘作用。年初，支部在制定年度工作計劃期間，緊緊圍繞公司黨委年度工作思路，結合公司年度中心工作，提出了以“公司深入開展‘深化管理年’活動，把寶瓶水電站建設成為“精品工程”，提高支部戰斗堡壘作用”的口號，并具體制定了爭創“七好”樣板黨支部和“四優五帶頭”活動計劃。
按照支部三個部門的具體業務工作，提出了以下要求：一是財務管理部做好寶瓶水電站工程建設資金需求、河西和西興公司的各項費用控制。二是計劃經營部以制度建設為中心，全面做好寶瓶水電站各項招投標工作、河西和西興公司的生產經營以及對外事務的協調工作。三是物資設備部以保障寶瓶水電站物資設備供應為重點，同時做好河西和西興兩個公司生產物資的采購及供應。結合三個業務部門協作多、任務目標一致的特點，深入開展一系列交流活動。
在具體工作中，支部各部門團結一致、精誠合作，確保完成部門各項任務，提出絕不讓工作在我們部門受阻，絕不能讓流程因我們部門而中斷，絕不能讓質量因我們執行不為打折扣，為把寶瓶水電站建設成為“投資少、質量好、進度快”的樣板工程做貢獻，為以后電站效益好、運行效果好打下良好基礎。
二、 以廉政為根本、以制度為準繩，完善支部制度
為進一步加強第二黨支部的基層黨建工作，積極推動創先爭優活動的開展，第二黨支部支委召開六次專題會議。針對支部三個部門的實際情況和存在的具體問題，結合各部門的具體業務工作，為了達到黨員身邊無違規違紀，黨員工作范圍無管理漏洞的“雙無”目標，支部就嚴格黨的組織生活、加強黨員的政治理論學習、不斷提高黨員綜合素質、不斷提升黨員發揮先鋒模范作用的能力素質、增強組織紀律、加強黨支部黨風廉政建設等黨建工作進行深入探討。多次研究建立健全規范的黨支部工作制度，特別是在管錢、管物、管事的關鍵崗位和重要環節上的教育、引導和約束機制，并在實際工作中貫徹到位、落實到位、執行到位，以制度規范和約束黨員的廉潔行為和履職行為，保證黨支部在安全履職、廉潔履職中充分發揮戰斗堡壘作用。
3月29日，經支委會討論并完成了《支部學習制度》、《支部會議制度》、《黨員考核評價制度》和《廉潔行為規范》等四項制度的制定工作。4月13日，支部全體黨員對支部制定的《四項制度》進行了深入討論并一致通過，為保證支部全體黨員廉潔自律和推動黨建工作扎實開展提供了有力保障，同時為推動公司全年的經營管理工作起到了積極作用。
三、 拓展思路、創新方法，全面落實年度黨建工作計劃
為確保將支部的各項工作落實，第二支部通過充分發揮支部黨員的積極性，集思廣益，拓展工作思路，創新工作方式方法，全面落實爭創“七好”樣板黨支部和“四優五帶頭”活動計劃。
1、深入開展“七好”樣板黨支部創建活動。按照公司一二三部署，第二黨支部爭創“支委班子好、隊伍素質好、陣地建設好、制度建設好、活動載體好、運行機制好、工作業績好”的七好樣板黨支部，黨支部書記在支委會中切實發揮好“班長”和“帶頭人”的作用，既熟悉黨務又懂工程建設和生產經營，綜合素質高，工作能力強，在各項工作中能切實履行工作職責。認真貫徹黨的路線方針政策和上級黨委安排部署，班子團結協作，相互支持，執行力強，工作效率高，整體功能得到有效發揮。
2、深入開展爭做“四優五帶頭”共產黨員活動。通過加強黨員政治學習，嚴格貫徹落實“三會一課”制度，確保黨員堅定理想信念，增強黨員意識，思想和行動始終與公司黨委保持高度一致，講黨性、重品行、作表率，自覺把高昂的熱情和斗志全身的投入各項工作中，為此支部樹立了刻苦鉆研業務、熟練掌握崗位技能、積極學習經濟知識、經營管理、法律法規等知識的先進典型，要求全體黨員加強新技術、新知識的學習，不斷提高能力素質，成為促進公司工作的骨干力量，黨員真正發揮好先鋒模范作用和帶頭作用。
3、開展讀書月活動。4月份，第二支部確定為“讀書月”，支部要求支部全體黨員對《中國式優秀員工》開展自學自讀，倡導愛讀書、多讀書，營造良好的學習氛圍，讀后撰寫心得體會，在支部大會上交流學習心得，在支部學習園地上張貼促進學習和交流。通過“讀書月活動”的開展和撰寫讀書心得，讓全體黨員理解到了什么是優秀員工，所有黨員做到想公司所想，急公司所急，堅定了員工的主人翁責任感，在為公司的大局服務、為公司的生產經營服務、為公司的工程建設服務中，立足崗位，奮力拼搏，成為完成各項任務指標的中堅力量。
4、資助困難小學生，以實際行動回報社會。5月24日，第二支部通過多方聯系與協調，聯系到了甘州區烏江鎮黨寨小學并進行現場考察情況后，決定進行對點資助。支部黨員在了解到黨寨小學的具體情況后，全體成員慷慨解囊，共募捐到第一筆款項共計5000元。5月26日，第二支部支委將募集的款項正式交達管寨小學，在公司上下贏得了良好贊譽。通過資助活動，使廣大黨員體會到了“贈人玫瑰、手留余香”的快樂，同時也接受了一次愛心的洗禮，在思想上受到了再教育，黨員素質進一步增強。
5、開展經驗交流，借鑒先進經驗。5月27日，第二黨支部與張掖火電機關黨支部召開座談會，就創建“七好樣板黨支部”進行經驗交流。在座談會上，兩個支部就支部基礎黨建工作、黨員教育、支部建設等工作內容進行了深入座談，互相交流經驗和體會，相互查找黨建工作存在的差距，互相彌補不足。通過座談交流，第二黨支部找出了自身存在的差距，特別在黨建日常工作和企業中心工作的緊密結合不夠，黨員考評工作與公司的績效考核結合不好，都需要進一步借鑒張電發電公司的好的做法，在下一步工作中進一步改進和完善。
四、 黨建工作和業務工作做到兩手抓、兩促進
第二支部在做好基礎黨建工作的同時，通過結合公司的年度中心工作和重點工作任務，將黨建工作貫穿到日常業務工作的始終，著力解決日常工作中存在的問題。
1、結合公司“深化管理年”活動，完善支部各部門的工作標準修訂和完善工作。支部積極響應公司黨委號召，在制定支部工作計劃過程中結合公司標準化管理工作要求制定工作計劃，嚴格按照公司要求修訂完善了三個部門工作標準和各崗位標準共計21項。支部在統籌安排工作過程中將標準化工作納入到支部的月度工作計劃當中，使支部工作與各部門的業務工作有機結合。
2、立標桿、找差距，開展對標管理活動。支部各部門按照對標管理工作要求，確定了支部的對標管理工作內容和亮點，提出了響應的實施計劃，為確保公司對標管理工作的積極有效開展提供了保障。
3、加班加點，確保公司工作的及時高效完成。第二支部所屬的財務管理部、計劃經營部和物資設備部屬于公司的職能管理部門，涉及的工作面廣、工作任務重，往往需要利用休息時間來完成，自公司研究決定六月末必須完成西興公司竣工決算報告的編制工作，三個部門從2月底就開始進行竣工決算基礎資料及合同的核對準備工作，除了上班時間，只能占用大量的業余時間來完成此項工作，先后編制了竣工決算過渡表一、二、三、四，于5月23日終于完成竣工決算報告初稿的編制，為西興公司今后的融資、評估打下了基礎。
在5月中、下旬集團公司上市盡職調查工作中，公司涉及河西、西興和雙冠三個公司的盡職調查，由于河西公司歷史沿革長、西興公司屬于股權轉讓等客觀原因，存在資料斷檔和缺失的等諸多歷史遺留問題，按照盡職調查工作要求，各相關部門堅持做好日常工作的同時通過晚上加班加點和周末休息時間，做好協調、耐心解釋和答復調查工作中提出的具體問題，積極準備資料，加強與政府主管部門的協調和溝通，確保了集團公司上市盡職調查、財務審計和資產評估等方面的具體工作的順利開展。
第二支部在開展“創先爭優”活動工作中，雖然取得了一定的效果，但還處在摸索階段，還有一些不夠完善的地方。我們將繼續圍繞公司黨委年度工作精神，堅持科學發展觀，繼續深入探索、扎實地推進“創先爭優”活動，增強黨組織的凝聚力和戰斗力，充分發揮黨員的先鋒模范作用，為公司的生產經營和工程建設工作提供堅強有力保障，將第二黨支部的團隊戰斗精神發揚光大!
