一、明確職責，增強做好農村基層組織建設工作的責任感和緊迫感

農村基層組織建設水平的高低直接影響著農村的不亂和發展。作為黨書記，就要始終高度正視農村基層組織建設工作，不斷強化黨建工作責任，努力施展好黨書記的'主角'作用。

1、制定黨建工作責任目標。年初，我鎮召開多次會議，廣泛征求意見，結合我鎮實際，當真研究制定了黨建工作年度計劃，理清了思路，明確了任務，提出切實可行的目標和措施。

2、落實基層黨建日常工作機制。主要是健全黨建工作例會軌制，每半月至少召開一次黨建諸葛亮會，專題研究一次黨建工作目標落實情況，黨委成員匯報所包村工作進展情況，分析存在題目，共同商量解決題目辦法，確保黨建工作責任落實到位。落實村支部書記抓基層黨建專項述職軌制，重點述抓基層黨建工作思路、工作成效、經驗、后進黨支部整頓工作措施、存在題目、原因及解決方法。

3、加強黨委自身建設。一是，加強組織員辦公室建設，充分施展其功能，抽調三人專門負責。二是，堅持一季召開一次民主糊口會、堅持每周五下戰書學習日軌制，堅持常常與班子成員談話軌制。增強班子的凝結力，不斷進步解決復雜題目的能力，維護不亂的能力，發展經濟的能力。

二、明確工作重點，不斷晉升農村黨建工作整體水平

發展高于一切，不亂壓倒一切，黨建保障一切。因此我們牢固樹立了抓黨建就是抓發展、就是保不亂的觀念，充分熟悉抓好農村基層組織建設工作的極端重要性，切實增強責任感和緊迫感，圍繞'三強'(強碉堡、強步隊、強基礎)目標，凸起'四抓'舉措(村級班子建設抓軌制，黨員步隊建設抓素質，基層基礎建設抓陣地，總體農村基層組織建設抓品牌〉真正專心、用力、用法，努力推動農村基層組織建設工作上臺階。著力抓好以下四點:

1、抓樞紐，促進轉化。按照'分類施治、凸起治亂、一村一策、究根治本'的工作思路，結合“駐聯幫解促流動”，我們在詳細工作中按照“六抓”的工作思路對后進村進行管理整頓。

一是抓思惟轉化。通過調查了解，個別座談，反映該村斗爭意識較強，思惟僵化，觀念沉舊，小農意識較濃。通過開黨員會，看電教片，入戶做工作，使他們開始以發展的目光看題目，不翻歷史的舊帳，使很多黨員群眾意識到，村里發展落后于其它村的原因就是他們之間的爭斗，削弱了爭斗意識，能夠理智地看待村內的矛盾。

二是抓矛盾解決。解決了互相告狀、打架的題目，解決井位前移，澆地的題目，并硬化村內道路途300米。我和主管副書記也切身包村，結合駐村工作組一行三人切實匡助解決這些實際題目。促進后進支部如期轉化。

2、抓機制，帶好步隊。抓好農村基層組織建設，農村黨員干部步隊是主力軍。在工作中我從以下三方面入手，激發農村黨員干部的積極性。

一是深入推行農村干部目標承諾治理。在實施中我們嚴格按照《關于進一步做好農村干部任期目標治理工作的通知》要求，進一步細化實施方案，規范操縱程序，制定簡便實用的考核辦法，通過公然承諾給村干部建賬。北高昌、峪山莊、北放水等村通過任期目標承諾治理軌制的推行，確定了明確的量化指標，對農村基層干部治理有了抓手，也增強了其做好工作的責任感，激發了農村干部干工作的積極性、主動性、創造性。南水北調、張石高速保阜高速三項工程同步推進，對我鎮群眾利益帶來很大的影響，征遷安頓工作量大，情況復雜，任務十分艱巨。但是因為各村農村基層干部任前進行過目標承諾，贏得了泛博群眾和黨員的信任，各村當真梳理和解決工作中存在的難題和題目，在上級沒有明確答復意見的情況下，創造性解決了開荒地、折合畝換地等挫折，對一些戶與戶、村與戶、村與部隊占地存在的糾紛，千方百計積極協調，從而確保了征遷工作順利推進。

二是搭建農村黨員施展作用的有效平臺。東高昌村支書邊可耐承包了五十畝地，搞蔬菜種植，高昌屯支書劉占奇承包了土地搞植種，峪山莊支書帶頭搞薯粉加工，山陽莊村干部劉柏林帶頭搞果樹種植，北放水黨員魏志恒在安新租地1000畝甜玉米種植和蕃茄植種，西山陽村主任邊玉龍敢于走出去辦廠，帶出去我鎮大批剩余勞動力。

3、抓基礎，建好陣地。村級組織流動場所是農村開展各項流動的主要陣地，也是為黨員群眾提供教育、服務的必要舉措措施，是農村基層組織建設的一項重要任務和基礎性工作。我鎮黨委捉住有利時機，把陣地建設與新農村建設相結合起來。現有在建北山陽、莊頭、南高昌、西山陽兩室4個，明年再爭取改、新建3個，使'兩室'建設整體水平全部達標。

4、抓亮點，創出品牌。在抓典型培育工作中我開始留意強化品牌意識。一是繼承培樹北高昌、峪山莊、東山陽三個提高前輩經驗典型。北高昌村劉孟虎帶領導兩委一班人在繼承慶都山二期開發的同時，綠化荒山，開發旅游，修橋建路，跑項目引資金，使集體資產增值，壯大集體經濟，又投資15萬元，完成了涿鹿山的綠化和環山路的修建，不久將成為又一個休閑旅游的景點。峪山莊村重點對村內環境進行整治，村內將規劃出一條幾十米寬的貫串東西的中央公路，30%的農戶實現沼氣化。二是培樹北山陽食用菌、高昌屯蔬菜制種兩個特色村典型。東高昌成立了種養殖協會，建立了兩個專業黨小組，促進了工業的發展。使之成為展現我鎮基層黨組織建設工作水平的窗口。從今年開始，我鎮力爭抓出3-5個'五個好'黨建示范村。三是培樹基層干部典型。每半年開展一次黨員培樹流動，樹立遵紀遵法典型，助人為樂典型，帶頭致富典型，七一前夕預備投入5000元對典型給予物質和精神獎勵。

三、工作中存在的不足及下步工作打算

固然工作中有一定成績，但是我感覺還有不小差距。當前，農業和農村工作形勢發生了深刻變化，農村基層組織建設面對著很多新情況、新題目，在市場經濟前提下如何由行政命令向服務引導轉變，如何施展好農村基層黨組織的作用，如何調動農村干部積極性，我們還存在諸多不適應，詳細工作中還有良多的薄弱環節。

一是管黨責任沒有得到很好的落實。抓基層黨建精力不集中，辦法未幾，力度不大，有些軌制和措施還沒有落實到位，專項經費投入不足。

二是農村'兩委'班子的整體狀況還令人擔憂。信訪形勢嚴重。

三是后進支部如期轉化題目依然凸起。后進村村情復雜、矛盾凸起，難點題目仍未解決;沒有'兩室'。轉化任務艱巨。

四是農村基層組織建設缺乏亮點。各村品牌意識不強，黨建工作還沒有形成匯聚上風和集成特色。

對此，在今后的工作中要通過以下方面當真加以解決：

一是繼承抓好黨委班子建設，進步駕馭工作全局的能力。以打造“三型”機關為目標，加強領導班子自身的建設。

二是抓實村級班子建設。在抓好村級干部學習教育的同時，對個別班子進行“微調”，進一步優化班子結構。同時完善后備干部人才庫，培養新氣力，貯備后備氣力。繼承推進“一制三化”運行機制，深入開展“一建雙帶”和“無職黨員設崗定責”流動。

三是繼承加強黨員提高前輩性建設，夯實基層黨組織的組織基礎。加大對基層干部黨員的教育培訓力度，使他們轉變觀念，切實為群眾解決實際題目。

四要做說到做到的辦事人。“喊破嗓子，不如做出樣子。”群眾最講實際，他們往往不是聽你說了什么，而是看你干了什么，干的成效如何。作為農村支部書記，就要做群眾的“貼心人”，要把群眾在想什么、盼什么、關心什么作為工作的著力點，把解決群眾所急、所盼、所想作為密切黨群干群關系的首要工作抓實、抓好，解群眾憂，暖群眾心，切實讓群眾說黨好、說村干部好。

五要做帶領群眾致富的帶頭人。發展農村經濟，帶領群眾脫貧致富，是村支部書記的第一職責。通過“發展都市農業、增加農民收入”理論的學習，我清醒地認識到，沒有實力為群眾辦實事，處處向群眾伸手的村支部無論如何也難有凝聚力;沒有實力幫助農民增加收入，村干部再節儉，群眾也不會說你稱職。因此，在新的形式下，必須立足本村優勢，瞄準市場需求，不斷探索發展壯大集體經濟的多種實現形式。或依托資源、區位優勢，搞好引進引辦;或通過土地合理調整歸并，面向社會租賃承包，進行集約經營，提高土地承包費用，增加集體收入;或通過提供水、電、路等基礎服務，鼓勵、扶持個體私營經濟組織的發展，適當收取管理費壯大集體經濟實力。特別是針對一些群眾一家一戶辦不了、也辦不好的事情，村支部書記要想在前頭、干在前頭，通過牽線搭橋，積極為群眾提供政策、信息、技術，以及產前、產中、產后服務，想群眾之所想，急群眾之所急，真心實意為群眾搞服務，只有這樣，我們黨在農村的執政基礎才能堅如磐石。

六要做維護穩定的有心人。新形勢下抓好農村穩定這一敏感的工作，必須采取積極主動的穩定工作思路和務實的工作方法，才能事半功倍，長治久安。要做好農村穩定工作，一要處理好治標與治本的關系。就是通過加強村級事務規范化管理，把土地承包、合作醫療費收取等涉及農民群眾切身利益的政務和財務收支事項真正向群眾公開，自覺接受群眾監督。二是處理好穩定與發展的關系，力求實現根本意義上的穩定。支部書記要通過理清發展思路，調整產業結構，壯大集體經濟實力，使群眾在發展中得到實惠，在發展中實現根本意義上的穩定。

一、在黨的特別是第二批黨的群眾路線教育實踐活動開展以來，我村黨支部嚴格遵照上級部門的安排部署，認真組織學習各級領導重要講話精神，特別是的系列重要講話精神，通過集中學習、分散學習，行動不便的上門送資料，送dvd視頻等，以及動員會、座談會、遠程教育先進典型事跡光盤觀看等形式，提高了黨員群眾為人民服務意識和能力。認真組織兩委班子專題組織生活會，認真撰寫了對照檢查材料，結合“三到兩強”駐村入戶調查群眾反映強烈的問題，并針對工作作風中的“四風”問題排查，主要問題有以下幾點：1.學習不夠認真仔細，缺乏系統的政治理論和業務學習;2.黨性意識不夠堅強;3.工作中有時考慮線條較粗工作態度生硬;4.維穩方面矛盾排查不到位;5.工作制度沒有很好地執行;6.處理群眾矛盾糾紛有畏難思想;7.滿足現狀，沒有進取精神;8.富民增收方法不多;9.沒有注意勤儉節約。

根據以上問題究其原因有以下幾點：

思想認識不到位，造成了在學習方面總是被動，認為自己是做具體工作的，學不學與學多少理論都與工作無關，繼而造成了學習上抓的不緊，主觀上放松了學習，使工作能力難以提高;服務群眾意識不夠，有時存在官僚主義作風，沒有把群眾當親人進而造成服務群眾觀念意識不強，在處理個人之事和群眾之事時，常常是輕重緩急顛倒;工作標準要求不高，質量要求不嚴，工作中有時偏離干一行愛一行的精神和全心全意為人民服務的宗旨，沒有按照高標準，高質量的要求去認真完成每一次任務，工作中被動應付的較多主動上手的少;通過學習，按照在黨的群眾路線教育實踐活動工作會議上的講話精神要求，結合本村實際要求做一名新時期基層黨建工作的帶頭人，通過整改切實需要做到以下幾個方面的提高;加強學習，提高認識通過學習系列講話精神，市委五屆三次會議精神，要把時代脈搏，提高工作動力，改進自己的工作方法，提高自己為人民服務的本領，多向同行們學習，吸取他們的經驗，彌補自己的不足，揚長避短，把學習和工作相結合，通過工作加強對學習內容的領會，做到學用結合。加強班子成員的溝通，明確班子成員職責，發揮班子的整體合力，加強班子凝聚力和戰斗力。不斷提高為民服務的意識，把群眾當親人，始終把群眾的事放在心上，做到凡事群眾的事先辦，快辦，必辦。做到急群眾之所急，想群眾之所想，權為民所用，利為民所謀，情為民所系，處處時時都要做到群眾貼心人，認認真真讓群眾也把自己當親人。

事例一，清明節時烏蘭色太社溫挨林一家上墳祭祖，由于一時疏忽自家有癲癇病的女兒點燃大火，將鄰居劉志高等人林木燒毀，當時聽說這兩家有過節，事情不容易解決，就把事情上報森警處理，鬧得兩家人要上法院打官司，后有領導提議讓村里把事件接手回來調解，經多次努力，使兩家圓滿達成賠償協議并握手言和。

事例二，4月14日郭家灣突起大火，經村干部，村民和防火隊奮力撲救，大火被撲滅，過火面積60多畝，其中有村民育苗地定植油松1600多和部分杏樹楊樹，但找不到失火原因，防火隊撤離后我與劉村長不放心，對失火周邊認真巡查，功夫不負有心人，查到電線桿時發現是電線桿短路造成的大火。后經多次與電力部門溝通協調，由農電局協調保險公司賠償，為村民挽回十萬余元損失。通過兩件事情的解決，我深刻的認識到只要用心就沒有辦不到的事。

二、我們村實施了整村生態移民，為了維護和諧穩定，使移民戶移得出，能致富，以自治區“五個一”千村扶貧工程為契機，我與村主任各帶頭組建了以育苗綠化，采收沙棘果山杏，松籽等為主的林產業合作社，帶領閑散村民增加收入，以種植保護地蔬菜和養殖的養殖合作社解決村民就業難的問題，現已初見成效。

三、抓制度和作風建設，加強村兩委班子自身建設，完善民主議事制度，提高黨員隊伍雙學雙比能力，村支部成立以我為組長的農村基層組織建設領導小組，從建章立制入手，建立和完善了基層黨建各項制度、規范了民主制，三會一課制度，三到兩強駐村入戶制度，四定便民服務制度，村務公開，民主理財制度等，以制度改變面貌，由我帶頭成立矛盾化解領導小組，由有威望的老黨員，老村干部組成，把歷年來難以化解的矛盾逐一排查化解，村兩委成員，包村干部分片負責，及時發現化解新矛盾新問題。村里有重大事項嚴格實行“532”工作法的心得民主決策機制。通過抓黨員和支部作風，對于在發展經濟中的雙學雙帶作用明顯增強，支部在信息技術和惠民政解讀等方面對廣大黨員群眾服務，通過狠抓思想作風建設，切實改變了村干部和廣大黨員的工作作風。現在我村共有新老黨員36名，女黨員5名，年輕黨員占黨員總數三分之一，在發展黨員時，支部嚴格履行發展黨員的程序，建立預審制度，通時繼續做好入黨積極分子的培養工作，今年推薦培養入黨積極分子3名，并建立談心和定期考察制度，使一些優秀的大學生，退伍軍人致富帶頭人加入到黨組織中來，認真培養了村級干部后備干部3名，加強了村兩委的儲備力量，做到后繼有人。積極認真開展了基層黨組織星級評定管理工作，深入細致的思想發動，廣泛宣傳星級評定管理得目的意義，切實做到了家喻戶曉，黨員干部自覺接受，群眾普遍理解，激發了基層黨組織和廣大黨員創先進、爭優秀的積極性。

四、根據本村實際情況，制定出了行之有效的三年發展規劃和五年扶貧計劃。

五、扎實推進鄉風文明大行動，提高農民的思想道德素質，增強遵紀守法意識，嚴格按照旗文明辦規定的評選程序評選出“十星級文明戶”兩戶，善行義舉四德榜4名，吸引了廣大人民群眾積極參與創建星級文明戶活動，為全面建成小康社會創造良好環境。

六、響應國家號召，建設社會主義新農村，作為*村黨支部書記，深感自己責任重大，時時處處以一個共產黨員的身份來嚴格要求自己，力求為本村及全村村民謀利益，在自治區十個全覆蓋工程實施以來，積極配合上級主管部門，努力完成這項利國利民惠及百姓的惠民工程。我村涉及的項目由危房改造、農網改造、戶戶通等。并多方協調爭取7.6公里通村公路建設。隨著社會的不斷進步，我深信*村在村“兩委”班子及全體村民的努力下，一定會建設的更加美好，更加富裕。

一年來，本人在工作中雖然取得了一些成就，但也存在著很多缺點，還有許多工作使村民不夠滿意，今后我將以一個黨員的標準繼續為*村父老鄉親們服務。
